Lingang powers China’s first underwater wind-powered data center

The center will operate with a PUE of less than 1.15, reducing electricity consumption by up to 40%.

The signing of agreements for the construction of the country’s first underwater data center powered by offshore wind energy was made official in Shanghai this week. The initiative, located in the Lin-gang special area, combines seawater cooling technology and modular data clusters in a structure that promises to transform the way data centers are operated in China.

Synergy between innovation and sustainability

The project, led by Hailan Cloud together with the Lin-gang Management Committee and Lingang Investment Holding Group, contemplates an initial investment of 1.6 billion yuan. It will be executed in two phases, starting with a 2.3 MW demonstration plant that has already been recognized as a national model of low-carbon computing.

Thanks to its natural cooling system and electrical power supply from wind farms offshore wind farms offshore wind farms, the center aims for an energy efficiency with a PUE of less than 1.151.15, according to Chinadaily’s newspaper. This represents a 30 to 40% reduction in electricity consumption compared to traditional onshore centers.

Underwater data center planned from Lin-gang

The center will be part of an industrial ecosystem oriented towards artificial intelligence servicesservices, cross-border e-commerce and digital logistics. It also seeks to position Lin-gang as a global hub for data exchange, backed by sustainable computing capabilities and intelligent connectivity.

Hailan Cloud’s previous experience with marine data centers in Hainan served as the basis for this new phase. With this evolution, a replicable model that enhances digital sovereignty with low ecological impact and operational resilience in marine environments is consolidated.
