Fluor to Lead Technical Design of America First Refining Refinery in Texas

The multinational Fluor Corporation has been selected by America First Refining (AFR) to lead the front-end engineering and design work, technically known as FEED, in Brownsville, Texas. This award places Fluor at the center of a project that seeks to transform hydrocarbon processing capacity on U.S. soil.

The trust placed in the Irving-based firm is a response to a track record of more than a century of solving complex technical challenges. In this case, the industrial complex will focus on the processing of domestic shale oil for the production of gasoline, diesel, and aviation fuel.

Financial data indicates that Fluor will recognize the value of this agreement during the first quarter of 2026, consolidating its position in the energy solutions market. The plant will process more than 60 million barrels of crude oil annually and will utilize proven commercial technologies to ensure efficient operation.

It is evident that the collaboration between AFR and Fluor seeks more than economic profitability. The project directly targets clean fuel innovation and the country’s energy security. Pierre Bechelany, who chairs Fluor’s Energy Solutions Group, has stated the significance of this alliance for the advancement of national infrastructure. Likewise, the capacity to execute large-scale projects will be critical for Brownsville to become a key logistics hub for shale crude.

The structure of this technical agreement highlights the capital efficiency that global clients seek today. With nearly 23,000 employees and revenues exceeding $15 billion in 2025, the corporation has the necessary strength to meet the required safety and operational standards.
