Colombia is moving steadily towards the energy transition through the development of offshore wind energy projects in the department of Atlántico. A prime example is the Copenhagen Infrastructure Partners(CIP) initiative in the waters off Barranquilla, which envisages the construction of 250 to 500 MW of offshore infrastructure. If completed, this project would become the first offshore wind farm in Latin America.
The energy potential of the Atlantic
At the recent Sustainability Congress of the Colombian Oil and Gas Association (ACP), held in Barranquilla, the governor of Atlántico, Eduardo Verano, highlighted these renewable initiatives, underlining the importance of wind energy in the region. This event concluded last Thursday, consolidating the department’s commitment to clean energy.

The governor noted that there are companies that have recognized this potential and are willing to invest in the region. In this context, he mentioned the memorandum of understanding signed with Copenhagen Infrastructure Partners (CIP) for the development of an offshore wind farm. development of an offshore wind farm between 250 and 500 MW. This infrastructure would be a pioneer in Latin America.
According to Verano, the project would have a Capex for the construction of turbines, cabling and connection to the grid, maintenance and logistics centers, environmental studies and necessary permits. In addition, the Opex is estimated at US$19 million, covering turbine and equipment maintenance, operations, monitoring, security, administrative and personnel costs.
State support for offshore wind energy
The mayor of Barranquilla, Alejandro Char, also expressed his support for the project. In his X account, he detailed the importance of sustainable development for the city. Recently, his team met with representatives of CIP to assess the feasibility of this clean energy generation project, taking advantage of offshore wind speed through the installation of wind turbines. Char affirmed that with the implementation of this project,“Barranquilla will become an offshore wind hub for the Caribbean Sea“.
