Wild Ideas for RPBs

Hey all, I’m all out of suggestions on adding an RPB to an existing tank beyond digging out underneath the bottom to put in HDPE or clay and various iterations of an API standard double bottom. Has anyone seen anything particularly unique or out there that you’ve had reasonable success with?
In this example, you have a double bottom tank and the primary bottom does not need to be replaced, right? Do you know what is between the bottoms? How big is the tank?
These are existing single bottoms that don’t necessarily have corrosion issues, but a regulator is insisting that an RPB be added. Not in the US, so potentially non-API solutions could be acceptable.
